Rountree, Brenda Bejar, Lisa Jackson, Derek Delarge PSY340 November 14, 2011 Dr. April Colett Learning and Memory On the surface learning and memory are connected easily. When an individual learns to walk, they retain the information in the memory. The learning process is something that happens every day. As human beings we are programmed to learn life lessons, and retain them in our memory. The memory keeps pictures, smells, experiences, and tastes for us to learn how to live our lives. Learning is the experiences we have, and memory stores this information (Pinel, 2009). It is as simple as that. However, researchers have found how the brain functions while retaining memory. A closer look into learning and memory one find’s it is not quite that simple. The brain, although protected by the skull, is a fragile organ. A blood clot, a blow to the head, or drug use can damage the brain enough that learning is stunted, and memory does not exist. For an individual who cannot remember 20 years of their life due to a car accident is going to experience psychological damage as well. It is not just the absence of memory itself, but the fear as well. Learning and memory are something that the majority of individuals take for granted. There are those that can learn, yet not retain memory. Amnesia patients often can retain motor skills, a learned skill, however, cannot recall memories. Memory and learning deficits affect an individual to life’s core. Depending on what type of deficit is occurring learning and memory may not be related. Retaining the ability to walk means learning is still in place, however not knowing what you had for breakfast is memory. Knowing how to eat is a learned response to feeling hungry. The mind works the knowledge presented to it. Whether that knowledge is carried properly thought the process of the brain is a different story. An individual can experience death so many times they learn it is a part of life. However, it is the memory that betrays us. Learned information leads to memories. Long-term potentiation (LTP) shows facilitation of synaptic transmissions following an electrical stimulation at a high frequency. This study was done mostly on rat hippocampus. The hippocampus is where the process of learning and memory take place. During research on rats it was found that the co-occurrence of firing presynaptic and postsynaptic cells must fire at the same time to induce LTP (Pinel, 2009). Hebb’s postulate for learning is the assumption this co-occurrence is physiologically necessary for learning and memory. He states the axon of cell A nears cell B and excites it. This closeness talks part in firing. Growth processes or metabolic changes take place in both cells (Pinel, 2009). Even to the smallest molecule learning and memory are intertwined with one another. Misfires of these cells can cause poor learning and retention. Researchers would not know the extent of the unique relationship between learning and memory if not for the rat experiments. What makes learning possible is also what makes memory possible. The neurons take information to the hippocampus where it is divided, processed and stored. In Pavlov’s conditioning experiment, he learned that a conditioned response can be created from memory (Pinel, 2009). Given the limits on information processing capacity, the specific details encoded and retrieved in memory come at the expense of other details. Comparing the types of details and processes that individuals from one culture prioritize over others offers insight into the type of information given priority in cognition, perhaps reflecting broader cultural values. The properties of memories and the types of memory errors people commit offer a window into the organization of memory. In terms of types of memory errors, if people falsely remember conceptually related, but not phonologically related items, it suggests that the meaning of the information is critical to the organization of memory, whereas phonological information is not (Chan et al. 2005). Information can be encoded not only in terms of its precise properties (e. g. , remembering the unique perceptual features of an item) but also in terms of its gist, or general thematic properties (e. g. , a category or verbal label). One example of highly specific memory representation comes from the literature on priming. Priming occurs when prior experience with an item facilitat es a response. Its effects are implicit: they do not rely on conscious recollection the item encountered previously. Although people respond to different examples of the same item (e. g. , a different picture of a cat) more quickly than to unrelated items, suggesting facilitation from prior exposure to a related item, the benefit is smaller than it is for a repeated presentation of the original item (Koutstaal et al. , 2001). The functions of the brain are well known for the control of the functional memory and learning and how the two have become interdependent. When individuals begin to stimulate the memory is when the learning occurs. Stimulating learning incites memory. With the knowledge at the center of the attention, it is imperative to stimulate the brain through lifelong learning so that one can start to achieve longevity and quality of life (Khorashadi, 2010). The brain is the organ is responsible for what we refer to as the mind. The basics of the mind are feeling, thinking, wanting, learning, behavior and memory. Memory is the fundamental mental process of the brain. If  as  humans if we  not have memory then we are  capable of simple reflexes and stereotyped behaviors. There are two different types of memory the declarative memory and the non-declarative memory. The examples of a declarative memory are semantic memory, which is the general memory, and the episodic memory, which is the detailed memory. Then the non-declarative memory is the skilled learning, priming and conditioning. Memory and learning are the most studied subjects within the field of neuroscience. Memory is a behavioral change caused by experiences, and learning is a process that is acquired by memory. Memory makes it possible to obtain pervious learning skills. There are different types of  memory along with learning. Memory has temporal stages; short, intermediate, and long. The successive processes capture, store and retrieve information within the brain. There are different parts of the brain that process different aspects of the memory. It is known that a patient that suffers from amnesia will become memory impaired. With the two types of amnesia retrograde and anterograde the loss or inability to form memories will occur. With learning there are also different types the non-associative learning associative learning. These different types of non-associative are known as the habituation, which is a decreased response to repeated presentation of a stimulus. The distribution that is the restoration of a response amplitude after habituation. Then there is the sensitization that increases responses to most stimuli. There is also the associative learning that involves the relations between events. Classical conditioning is the neutral stimulus paired with another stimulus that elicits a response. The instrumental or operant conditioning is association is made between the behavior and the consequences of one’s behavior (Okano, 2000). Learning and memory are interchangeable processes that rely on each other. When memory-related neurons fire in sync with certain brain waves memories last. Theta oscillations are known to be involved in memory formation, and previous studies have identified correlations between memory strength and the activity of certain neurons, but the relationships between these events have not been understood. Research shows that when memory-related neurons are well coordinated to theta waves during the learning process, memories are stronger. When memory-related neurons in the brain fire in sync with certain brain waves, the resulting image recognition and memories are stronger, than if this synchronization does not occur (CSMC, 2010). In society, he or she widely accepted the necessity to be a lifelong learner if one is to thrive in today’s rapidly changing, economy, and technologically global society. Today’s economy ushers in adjustments and transitional challenges at several levels, and lifelong learning viewed as the vehicle that will empower individuals to meet and adapt to the challenges of today’s technological society according to (Jarvis, 1992). Too often today the knowledge and skills obtained from previous life experiences has become insufficient to respond to technological and economy question of today. The lack of accord that lies between an individual’s external world, and internal biographies that has been gathering over one’s lifetime, is a point of disjuncture. This is the point in one’s life that ushers in and ideal time, and condition for higher learning (Jarvis, 1992). A decision an individual must make at this point with a response to this disjuncture. An individual must decide to further their education to keep up with technology, or proceed with life as normal. With the ever-changing world of technology today it is only a matter of time before the point of disjuncture becomes inevitable. The traditional theory of the human brain was that it was a fixed and limited system, and it would develop its potential at the younger years of life. The theories insist that neurons were finite and could not regenerate. The contrast with the animal research has proven that new brain cells can be born in the hippocampus region responsible for new learning and memory. With this revelation the individual pursuit of activities that will foster brain health by developing neuron connections that underlie learning and experiences. Learning is imperative to human, and brain health. It is also imperative to quality of life. Today intuitions have financial incentives for people to continue lifelong learning has become a part of several health care programs. It is imperative that older Americans understand that learning is a healthy activity, not only for the brain, but for physical, emotional, and Spiritual, conditions as people age. . The learning and memory process is more delicate than individuals believe. However, the brain is an organ that can be exercised. It is important to remember to try to learn new things, and keep the brain moving. The brain and the mind are connected physically, and metaphysically. In order for the mind to be at ease, the brain has to function normally. Without normal brain function, an individual can experience depression. This depression can cause a slowing of the firing process causing false memories. The biological function of learning and memory are connected with one another in a delicate balance of connectivity. An electric charge between one neuron and another incites learning, and readies the memory. Perspective can change our learning process. An individual tends to learn something that interests them, rather than something that does not. The interest in the activity sends a stronger signal to the brain. This strong electric current incites the learning process, which makes memorizing the task much easier. This is why it is a strong belief that learning and memory are created by cells becoming close enough to respond to each other. An interest jump-starts this process. Confucius and Virtue Essay One word could garner every stroke of brilliance, every riddle composed and every thought that circled within the most influential sage, Confucius. The word â€Å"Shu: never impose on others what you would not choose for yourself,† expresses one rule that any individual could follow and practice (176). It encompasses areas of one’s life like intellect, relationships and behavior, but more importantly it begins to describe the concept of virtue and we can obtain it. In view with Confucius, virtue can be defined as morality possible within an individual. Virtue can be taught through the formation of habit and by respecting those around you as you would expect them to do as well—simultaneously garnering necessary traits such as honor and humanity that satisfy an individual’s life. To further extend the definition of virtue, morality should be defined. However, the exact definition of morality—just like virtue—will forever be contemplated. From Confucius, I gathered a few traits I believe to exemplify morality or Humanity as Confucius describes. One aspect is the ability to recognize what is good and then accomplishing these good things. Just as Confucius states, â€Å"Choose what is good and follow it,† comprehension and application in accordance to morality is vital to the definition of virtue (Confucius 72). Since virtue is something we, as erroneous humans, may never be able to obtain or reach, then the way to distinguish it is through experience or daily life. We observe virtue and are able to simply imitate it. Confucius himself exclaims that he â€Å"has no hope of meeting a truly virtuous person,† (73). Another aspect to define virtue is through gaining contentment in the individual’s life. Accepting one’s circumstances and finding peace in this leads an individual to Confucius’s Way, or true virtue. If someone had the ability to accept life as its handed to them, then their mind wouldn’t be concerned with things outside of their control. This is important to the acceleration of virtue because one’s own virtue is within their control, and if the focus is not outside of their control, it would be easier to observe virtue and then implement it into their lives. Security within the individual begins to form and â€Å"when the roots are secure, the Way is born,† (3). Both aspects, goodness and contentment, lead to observation and application of virtue, which is exactly how the individual can define of identify virtue. â€Å"but if you don’t put into practice the Ritual, then no good will come of it. † In order for virtue to be implemented into an individual’s life, the formation of habit must be derived from the application of virtue, or goodness. The formation indirectly helps to fulfill the completion of good behavior and intellect in an individual’s life. First, the connections of practice and teaching through behavior should be incorporated. For example, Confucius’s, The Analects, was gathered together by his followers. His great ideas about would have ever reached the people if he had not taught. More importantly, it shows how the applications of his writings are successful. Whatever he spoke of, he tried to implement in his life and that only supports the need for an individual to practice these items of virtue in their lives. The idea of practicing virtue is said to â€Å"never look [listen, speak or move] without Ritual,† and that would entail to constantly apply ritual, practice and procedural actions. In fact, Confucius’s concept of Ritual has more to do with habits and procedures than the religious aspects. Its respect of customs and practices allows individuals to become humane and honorable—which are aspects of virtue. This is demonstrated when Confucius says, â€Å"put what you have learned into practice,† (3). When that quote is connected with â€Å"the noble-minded are well versed in culture (culture also means learned in other translations) and well-grounded in Ritual, so how could they ever go wrong? † a clear purpose for practice is shown because learning in Ritual is viewed as a way of discipline to express those ideas (humanity and honorability) of virtue (61). Therefore, when this combination is practiced, virtue is then among the individual’s behavior satisfying that part of the soul. If they are able to control behaviors and practices through ritual and learning, then the intellect is challenged with virtue as well. Application infuses both behavior and intellect of the soul; practice is vital to obtaining and satisfying virtue within an individual’s life. Confucius’s â€Å"Golden Rule†Ã¢â‚¬â€respecting others as one wishes to be treated—is the key to a virtuous life because a way of obtaining virtue is through observation and practice. This is nearly impossible without the influence of another virtuous person. If virtue is exemplified through humans and our actions, then the observations made by an individual on the path to discovering virtue would be from another. This continuum is demonstrated through Confucius himself, as he teaches and â€Å"never refuse[s] to teach anyone,† but also through honor for elders (68). Parents, ancestors and elders are all crucial to the growth of a child and how he observes virtue. By implementing behavior, meaning regarding them with respect, the child learns necessary traits of virtue than can be further developed. To support the idea of respect Confucius boldly states that â€Å"everyone can feed their parents—but without reverence, they might as well be feeding animals,† (13). No one can observe and behave virtuous if they have no form of hearth for virtue. In addition to the necessity of observation and practice, the Golden Rule is also about finding virtue within love and humility. Both love and humility are selfless acts; their truest forms cannot be corrupted by greed, selfishness or inhumane ideals. Just as Confucius exclaims, â€Å"love the whole existence of things,† it brings forth connections and relationships that satisfy the soul (4). Virtue is expressed through these relationships by the respect and selfless acts because they are recognized as good. Good is synonymous with the idea of virtue, so it enforces the observations one can make of virtue in everyday life. Taking care of others creates one of the few truest bonds, and that represents virtue because of its truth and simply put: goodness. Being virtuous needs to be incorporated into everyday life/situations, and once you have begun virtue within yourself, the only other missing aspect of life is the life an individual shares with another; stringing together practice, relationships and intellect. Sharing virtue in life is accomplished through the Golden Rule by showing or being the example of virtue: â€Å"if you want to make a stand, help others make a stand,† (62). Virtue is not about oneself so by respecting others; one grows closer to understanding virtue. Treating others the way you want to be treated strings together behavior, relationships and intellect because others are involved: an individual observes and analyzes someone else’s virtuous actions, then begins to practice their own, and eventually respects and connects with others. This cycle is evolved through separate aspects of one’s life and in conjunction with others. If â€Å"only the humane can love people,† and humanity is a trait sprouted from virtue, then virtue must always be accompanied by some sort of interaction with others (33). Although Confucius’s idea of virtue incorporates how relationships, behavior and intellect are developed in an individual, it does not properly address emotion. Emotion can play a large role in how people think, act and connect; therefore, alter one’s ability to obtain virtue. Aristotle’s means of extreme seems to resonate well with emotion because it addresses the need for humans to stay balanced and in control—which would be beneficial to Confucius contentment and security in one’s self. Aristotle’s explains the men as â€Å"its character is to aim at what is intermediate in passions and in actions† (Aristotle 386). Aristotle’s idea of a moderation of emotions (passions) would allow an individual to stabilize themselves and stay focused on virtue. This is important because the foundation in which virtue begins to grow, according to Confucius, is when acceptance and contentment are present in one’s life. Once contentment occurs, the focus is more on loving others. This allows Confucius’s idea that â€Å"noble minded are never arrogant,† to become successful (Confucius 147). Through the use of balanced emotions, the individual can stay content and also stray from any arrogance, as emotions are focused on oneself. While virtue is true morality possible in humans, it can only be gained through practice and application of the Golden Rule—which leads to satisfaction within one’s life through concepts like humanity and Ritual. However, â€Å"Shu† will always be at the hearth of defining, applying and teaching virtue. Caring for others as we would want to care for us is vital to virtue in that it deals with a pure form of connection with others. The study examined four particular negative emotional responses to these hypothetical situations; jealousy, anger, disgust and hurt (Muscanell et al., 2013). The results of the study indicated that women more than men responded feeling more jealous, angry, and hurt to the imagined situations of a partner’s photos made private rather than being visible to all of their friends or Facebook users (Muscanell et al., 2013). Participants, both male and female, responded to feeling disgust if an imagined romantic partner’s photos were set to private, and felt more disgust if there were no couple photos present on their partner’s Facebook profile (Muscanell et al., 2013). According to the introduction, what information was already known about the topic (look for references to previous research)? This current study was based off a previous study examining romantic jealousy and online Facebook use (Muise, Chirstofides, Desmarais, 2009). The results of this study indicates that individuals who used Facebook more often described greater jealousy in romantic relationships, and thus constantly kept track of their partner’s Facebook use and profile (Muise et al., 2009). Based on their theoretical framework, this current study used hypothetical scenarios to examine jealous and negative responses to romantic partner’s Facebook use. This study also had previous information about gender differences and social networking use, particularly with the use of Facebook. Thus, the researchers used the previous research to make the predictions about gender differences and the self-reported negative emotional responses associated with Facebook use (Guadagno Sagarin, 2010). Perhaps if the setting and environment were not hypothetical or imagined, this research would yield more applicable and generalizable results. What were the major results of the study? Were the results consistent with the hypotheses? As predicted and consistent with previous research, the results of the study indicated that women responded with more powerful feelings of jealousy, hurt and anger to the hypothetical Facebook scenarios created by the researchers (Muscanell et al., 2013). In addition, all participants had increased feelings of jealousy, disgust, anger and hurt when they had to visualize their romantic partner not having any couple photographs present on their Facebook profile or having those photos set to private so no other Facebook users or friends could see them (Muscanell et al., 2013). The Axis Powers Almost everyone knows of The Axis Powers. They were enemies of The Allied Powers in World War II. They are synonymous with The Holocaust because Adolf Hitler was the man who started The Holocaust and he ws the dictator of Germany. The Axis Powers originally was the alliance between Adolf Hitler's Nazi Germany and Benito Mussolini's Fascist Italy. Italy did not do much during the war though. The goals of The Axis Powers clearly emerged in the Italo-Germany Pact. It was a pact that was signed in May of 1939 in which Italy and Germany promised to help each other in the time of war. Germany also signed another pact because Hitler believed that Germany had lost World War I due to the fact that Germany had to fight on two sides. The pact was a ten-year, non-aggression pact between the USSR and Germany. The pact was later abolished when the USSR began to help the Allied Powers fight Germany. Hitler wasn't well known during World War I. As a matter of fact, Hitler was a private during the war and ended up gaining power because he appealed to a large number of German people. He appealed to them by a combination of an effective and well-practiced style of speaking with what looked like undoubtable sincerity and determination. This helped Hitler find a large audience for his program of national revival, racial pride in Germanic values, hatred for France and of the Jewish and other un-German races, and despise for the Weimer Republic. With the way he spoke, Hitler convinced the people of Germany to believe that a dictatorship was the only thing that could save Germany from the problems it was having. Hitler's views only changed a little in the years to follow; yet he still managed to draw an increasing number of people to his speeches. On September 30, 1938, France and Great Britain agreed to let Nazi Germany have a piece of Czechoslovakia. Hitler told the British and French that it would be his last demand for territory in Europe. Hitler ended up breaking this pact when he took over Prague. During that same year, Germany attacked Poland and defeated them in one month. Poland was then split into two parts with Hitler's Nazi Germany taking part and Stalin's Communist USSR taking the other part. The invasion was what started World War II.

Policy Initiatives for Change and Innovation Essay

Contextualisation The education system in Ghana has undergone enormous changes in the last 50 years. Over this period it has gone from being highly regarded among African nations, through a period of collapse and more recently rejuvenation, supported by a donor-funded reform programme (FCUBE). Underlying these ups and downs and, more recently, the recognition of the need for change, are changes more fundamental still: different ways of knowledge and different ideas about the nature, purpose, and scope of school subjects and how to meet the needs of a diverse student population have come to the fore. These remain among the many challenges facing the education system in Ghana. The paper that follows reviews this ‘history’ and the process, and events, which shaped and informed it. It concludes by examining recent developments and what still remains to be achieved. Abstract: Using an historical perspective, the recent history of educational policy making in Ghana, as it relates to the provision of basic education, is examined. Three periods or phases are identified corresponding to the situation prior to Independence, the period between 1951 and 1986 and the reforms instituted in 1987 and the years that followed. Despite the willing cooperation of various donor agencies and the availability of resources, progress has been limited. The policy and contextual reasons for this comparative lack of progress are examined in turn. The paper concludes with what can be learnt from these attempts at reform and suggests that, whilst the issues involved are complex, greater attention needs to be focused on the training and support of teachers in their classroom role rather than focusing on the provision of resources. Helping teachers to understand the desired changes in their practice and the need to make pupils independent learners, coupled with reforms of teacher training and support, and the nature and quality of teacher continuing professional development, can all be seen as key ways in which further progress may be made. Introduction This paper aims to trace some of the major changes which have taken place in Ghana’s education system since the country gained Independence in 1957, ie, almost 50 years. Although Ghana’s education system had previously been regarded as one of the most highly developed, and effective, in West Africa (Foster, 1965), by the 1980s it was in near collapse (Scadding, 1989; Peil, 1995) and viewed as dysfunctional in relation to the goals and aspirations of the country. The academic standards of pupils, support for teachers, instructional materials, school buildings, classrooms and equipment had declined through lack of financing and management. In 1996 the Ghanaian government embarked on a major donor-funded reform programme called the Free Compulsory Universal Basic Education (FCUBE) programme which touched all levels of the education system and attempted to address the perennial problems of access, retention, curriculum relevance, teacher training, provision of physical structures, and financing. What follows examines basic education in Ghana by dividing its policy history and practise into three major phases; that of the preIndependence era, the period from 1951 to 1986 and the period from 1987 to 2003. Each of these is discussed in turn in the following sections. Stanislaus Kadingdi Basic education in the pre-Independence era This first phase in the development of basic education policy and practise in Ghana can be described as having been dominated by missionary activities in relation to literacy for trade and the teachings of the Bible. Formal education in Ghana dates back to the mercantile era preceding colonisation. European merchants and missionaries set up the first schools and Christian missionaries are said to have introduced western-style education into Ghana as early as 1765 (Antwi, 1991a; Graham, 1971). Many of these institutions, established by Presbyterian and Methodist missionaries, were located in the south of the country in what became the British Gold Coast Colony. The main aim of these early schools was to facilitate the training of the local inhabitants as interpreters for purposes of trade and as a conversion of Ghanaians to the Christian religion. Thus the curriculum had a narrow focus on basic literacy with the Bible and scripture as the main texts of schooling. Early attempts to improve the quality of primary education in Ghana (then known as the Gold Coast), by Sir Gordon Guggisberg in his role as Governor, took place in the period between 1919-1927. He emphasised a need for better teaching and improved management of schools but the shortage of teachers and inadequate funding meant that his plans for improving primary education were hardly achieved. Most schools in the rural areas were still based in unsuitable buildings, were poorly equipped and staffed or, in some cases, centred under trees! Major policy initiatives in basic education from 1951-1986 The second phase was characterised by instability in governance as a result of successive military takeovers. This political instability coupled with the rise in oil prices in the early 1970s resulted in economic decline in the country. It was a period of a harsh and repressive revolutionary zeal on the part of the military regime of 1981 and resulted in a significant number of trained and highly qualified teachers leaving the country (Nti, 1999). Education was therefore faced with political instability, ad hoc measures, and frequent changes in education policy. Teaching and learning in basic schools had deteriorated to the extent that the majority of school leavers were illiterate, and confidence in Ghana’s once enviable education system was shaken. In 1951 the first president, Dr Kwame Nkrumah, embarked on a massive expansion of the education system to speed the pace of educational development in the (then) Gold Coast. This was in response to popular demand for education and to the new Africa Government’s intention to organise a planned campaign to abolish illiteracy. This initiative was followed by further developments with Ghana’s Independence in 1957. In fact the next 35 years saw a wide range of developments and reform initiatives taking place in Ghana’s education system. Within this period three significant stages can be discerned. These were the Accelerated Development Plans (ADPs) for Education in 1951 and 1961, the findings of the Dzobo Committee of 1973 and the following, New Structure and Content of Education Plan in 1974. The intentions associated with the new military government of the Provisional National Defence Council (PNDC) in 1981 led to further changes. The first of these is discussed in the next section. The Accelerated Development Plans (ADP) for Education of 1951 and 1961 The ADP, launched in 1951, gained legal backing through the introduction of the 1961 Education Act, which sought to provide free, universal and compulsory basic education (of 6 years duration) for all children from 6 years of age. The 1961 Education Act empowered Local Authority Councils to be in control of educational management whilst parents and guardians were expected to make some contribution to the running of schools in their areas. Primary education underwent a rapid and steady growth and the number of schools rose from 1,081 in 1951 to 3,372 in 1952. Enrolment doubled in a period of five years and Ghana was acclaimed as having the most developed education system in Africa (Foster, 1965; Ghana Human Development Report, 1998; Scadding, 1989). Realizing the importance of trained teachers for the expanded system, the 1961 Education Act opened new teacher training colleges, expanded those already in existence and made provision for the training of unqualified teachers in the field through various emergency and short-term in-service training programmes. Teachers’ numbers increased by 1,000 between 1951 and 1953, with the yearly output rising from 420 to 1,108 trained teachers from teacher training colleges. In 1961 the entire basic education system (primary and middle school education) was made free and compulsory, although uniforms and books were not free. However, even though school enrolments increased following the 1961 Education Act, the quality of teaching and learning appears to have remained the same. The changes that were effected to cope with the increased pupil enrolments had been insufficient to create a balance between the quantity and quality of the education provided. The most significant factor that affected the imbalance was an inability to provide schools with trained teachers. With the increase in the number of schools, more teachers were needed and so many ‘pupil teachers’ (ie, untrained teachers) had to be employed to teach, resulting in poor teaching and learning in schools during this period. Following this, the second significant source of policy development, mentioned earlier, arose through the Dzobo Committee of 1973 and The New Structure and Content of Education policy of 1974. The reform was expected to raise standards at the various levels so that educational standards would not be compromised as a result of the decrease in the number of years spent in pre-tertiary education. The thrust of the content of the reform programme was to vocationalise preuniversity education in Ghana and to make it more functional and oriented towards contextual demands and challenges. It also constituted a bold attempt to reduce educational expenditure. However, despite its laudable intentions, the NSCE did not have any sustainable impact on the general education system of the country. There were still unqualified teachers in the education system, inadequate resources to support teaching and learning in schools, and challenges for teachers within the context and content demands of the curriculum. This again led to intense unease among parents, employers, academics and some politicians. The significance of the Government’s White Paper on the Committee’s recommendations was the acceptance of 13-years duration of pre-university education for all. It endorsed the introduction of pre-technical and pre-vocational subjects in both primary and junior secondary curricula. The period also marked the establishment of the Ghana Education Service which brought together, for the first time, teachers, educational administrators and education sector workers into a new government agency, under the Ministry of Education, to implement th e new structure of education. The third significant policy development in basic education provision arose from the virtual collapse of the education system and a further military takeover in 1981. The virtual collapse of the Ghanaian Education System and the PNDC of 1981 December 1981 marked the takeover of yet another military government under the name of the ‘Provisional National Defence Council’ (PNDC). By 1983, Ghana’s education system had seriously deteriorated in quality; enrolment rates stagnated and the percentage of Gross Domestic Product (GDP) allocated to education dropped from 6.4% in 1976 to a low of 1.7% in 1983. A major thrust of the 1987 NERP reform was the diversification of the formal academic courses offered in pre-university institutions by the inclusion of practical courses. These changes were intended to correct the perceived elitist education that downgraded technical, vocational and agricultural education. This perception was captured in the address of Professor Dzobo, the Chair of the committee which had reviewed previous reforms, at a National Workshop on the 1987 Educational Reforms when he stated that: ‘In spite of the bold educational innovative measures of the 1920s and of the subsequent ones, Ghana’s formal education system remained Western and predominantly academic and elitist.
